Board Members

Jeremy has been a member of the Vector Control community since 1998 and started at the Coachella Valley Mosquito and Vector Control District in 2008. Jeremy was initially hired as the District’s Vector Ecologist working in the Laboratory Department. Two years later, he was promoted to Scientific Operations Manager, where he oversaw the Surveillance and Operations program. In January 2016, he was hired as the District’s General Manager.
Jeremy received his Bachelor of Science Degree in Aquatic Biology, in 1998, from University of California Santa Barbara. After working for a vector control district in Santa Barbara county for several years, he attended graduate school at The Ohio State University in Columbus, Ohio. There, he received his master’s degree in Entomology with his research focus in Medical Entomology, in 2003.
Jeremy has been an active member of the Mosquito and Vector Control Association of California where he has served as President, Chaired the Legislative Committee, and served on several other Association committees. He currently serves as Treasurer for the Special District Association of California. Jeremy is the Treasurer of the Employer Risk Management Authority and the Southern region alternate board member for the Vector Control Joint Power Authority.
When not working, Jeremy enjoys spending time with his family, riding a skateboard, taking pictures, running, and developing his guitar skills.

Joshua Bonner is a distinguished leader with over 30 years of experience spanning both public and private sectors. Currently serving as the General Manager of the Coachella Valley Public Cemetery District—California’s second-largest public cemetery district—the District has earned notable recognition under his stewardship, including the “District of Distinction” award from the Special District Leadership Foundation (“SDLF”). In 2024, Joshua was honored as the General Manager of the Year by the California Special District Association (“CSDA”). Before his tenure at the cemetery district, Joshua made significant strides as the President and CEO of the Greater Coachella Valley Chamber of Commerce. He played a pivotal role in establishing the valley’s first regional chamber through strategic partnerships and mergers. His exemplary leadership in this role earned him the 2019 Executive of the Year award from the Western Association of Chamber Executives (“WACE”), which represents chamber professionals across 18 Western states and Canada. Joshua’s career reflects a deep commitment to excellence and innovation in management, enhancing the organizations he leads and contributing to their success.

Jason Dafforn has been appointed as a member of the Special District Association of Riverside County (SDARC). A licensed Professional Engineer in California, Jason brings over 27 years of experience in both private and public utility management. He holds a Bachelor of Science in Engineering from Purdue University and has spent the past 13 years managing public utilities with a strong focus on environmental stewardship and public transparency.
Dafforn is a certified Design-Build Associate with extensive experience in wastewater construction. He has overseen a five-year, $500 million Capital Improvement Program, managing several large-scale projects, including a $40 million upgrade to an 8 MGD wastewater treatment plant, a new $30 million Design-Build 0.8 MGD Membrane Bioreactor treatment plant, a $250 million expansion of a 4 MGD wastewater treatment plant, and a 4-12 MGD phased regional wastewater lift station. He has also worked on numerous other projects ranging from $1 million to $10 million, involving building upgrades, pump stations, lift stations, reservoirs, wastewater collection and water distribution system upgrades, and a renewable energy project.
Originally from Northern Indiana, Jason moved to Southern California in 2007, where he has become a well-established figure in the public utility sector.
